Third-Party Access

If you utilize a third-party logistics or technology company to manage your rail shipments and they are not a party to the waybill, we require these companies to have an updated Letter of Authority from your company (Authorizing Company) on file with Union Pacific. The Letter of Authority gives Union Pacific permission to allow another party to access Union Pacific data for your account. These letters need to be renewed annually.

All third-party logistics and technology companies should be aware of the renewal process. A Letter of Authority is required for CLMs, 417s, 322s, 622s, Web access, and access to data by phone via our National Customer Service Center. A link to Union Pacific's Letter of Authority system can be found below. Please work with your third-party partners to ensure that we have a current Letter of Authority on file.

Sharing Transit Information

Some companies receive shipment information and make it available to other entities. If you haven’t already done so, we urge you to review your methods for sharing transit information with others to ensure the highest level of security is in place. We appreciate your cooperation in working with us to protect sensitive shipment information. Union Pacific will continue to work to minimize any impact on our customers as we comply with our nation’s security requirements.

Letter of Authority Terms and Conditions

User IDs are assigned individually. Each person within your organization who will access Union Pacific systems must obtain an individual User ID. Union Pacific's User ID Policy prohibits sharing User IDs or passwords with others in your organization.

As part of the Letter of Authority ("LOA") process, your organization's name(s) and user name(s) will be visible to other Union Pacific customers and third parties who are also in the process of creating or managing LOAs.

Any LOA created by a third party will be routed for customer approval prior to evaluation by Union Pacific.

With the exception of the contact email address(es) and expiration date, LOAs are not editable once submitted. If other changes are desired, a new LOA must be created and the previous LOA cancelled. Customers may cancel a LOA at any time by changing the expiration date to the current date. Cancellations typically take around three business days for all account accesses to be revoked.

Completion of a LOA does not provide immediate access to Union Pacific systems. Once submitted and approved, the LOA will be routed to the appropriate Union Pacific departments for account configuration. This process typically takes around three business days.

Third party customers named in LOA authorizations may only use proprietary information provided by Union Pacific until the LOA's expiration date and only for the benefit of the customer(s) named in the LOA. Third party customers shall make no other use thereof nor derive any other commercial benefit by sharing this data with any individual or organization not named on this LOA authorization.

LOAs shall not stay in effect longer than five years following the LOA's initial effective date. Once a LOA is in place, customers have the option to extend the expiration date; however, customers are responsible for extending their LOAs prior to expiration. Renewal notifications are sent to both the Customer and Third Party on the LOA 30 days prior to expiration. Once a LOA has expired, it may not be revised or extended and a new LOA will be required in order to reinstate the customer's access to Union Pacific systems.LOAs are Central Time based and active until the expiration date ends.

During the period between the expiration of a LOA and the activation of a new LOA, third parties will NOT have access to customer shipment information. Electronic Data Interchange (EDI) data will not be provided retroactively.

As of June 1, 2019, Union Pacific now charges a fee for third parties to receive EDI messaging (417, 322, and Car Location Messages only). These charges only apply to third-party users requiring an LOA on behalf of Union Pacific customers to receive the data. Union Pacific customers, when party to the waybill, will not be charged for EDI messages. Should you have any questions, please contact PS Technology at info@pstechnology.com.

Union Pacific does not monitor the acquisitions and divestitures of its customers. If your company divests assets, it is your responsibility to inform your Union Pacific Marketing and Sales representative of the changes and to cancel any LOAs granting access to the assets your company no longer owns.

The terms and conditions herein apply solely to customer and third party LOAs. Transportation provided by Union Pacific to customer or third party is governed by separate agreement(s) or tariff(s).
